Not sure, but it looks like the homecoming parade. That takes place in either September or early Ocober.

Yep, the Saskatoon Police Pipes and Drums (featured here) come down to Glasgow, Montana every September for Homecoming. We travel 6 1/2 hours each way to perform at various events throughout the town! Montana's Glaswegians are very good to us!
